If you are facing an error like this:
limit has been reached for requested resource NBU_POLICY.MAXJOBS.CatalogBackup
Most probably this is an issue about NBU 6.5.3. If you can look at the following bug report page:

The easiest way to resolve the problem is to restart netbackup daemons.

Well, I get this in a policy with NEW_STREAM first and between several file systems. \Limit jobs per policy\ is unchecked and \Allow multiple data streams\ is enabled. What gives? Only the first filesystem goes active, the rest are queued with that message in the job status field. This is 6.5.3
